From the perspective of the philosophy of science (a philosophical system based on ecological competition), soft power does not objectively exist. All objective indicators cannot be attached to the concept of “soft power.” Soft power does not possess objective attributes. “Soft power” is essentially a tool used by the dominant power in an imperial order. It is a low-cost means of using hard power. One of its most important purposes is to deplete the competitiveness of competitors and pursuers, thereby further increasing the overall power potential of the dominant empire and strengthening the existing imperial order. The instrumental effects of soft power manifest as speed bumps and accelerators. The speed bump effect has three forms: deprivation effect, passive speed bump effect, and active speed bump effect. 1. Deprivation Effect: The most important function of soft power is that the strong power uses its right of judgment to deprive the weaker party of equal rights. 2. Passive Speed Bump Effect: Without deploying military force or incurring significant economic costs, it can slow down the development speed and catching-up pace of pursuers or late-developing countries. This is another important function of soft power, namely the passive speed bump effect. 3. The active speed bump effect is another implicit and more powerful way of using soft power. That is, latecomers and catch-ups actively pursue soft power effects, wasting the country’s overall competitiveness, thereby actively hindering their own development speed.
