Ye Qiquan harshly criticized the greed, shortsightedness, and stupidity of Hong Kong people. As a territory of China, Hong Kong is effectively a “de facto autonomous region.” Hong Kong people already possess “independent legislative power, a complete and independent judicial system, and a complete and independent right of final adjudication.” In foreign affairs, Hong Kong effectively retains almost all external diplomatic power possessed by an independent government. In terms of executive power, Hong Kong already possesses completely independent governing power. The only means by which the central government of China can constrain Hong Kong is “the power to decide the selection of the Chief Executive of Hong Kong.” Moreover, this power is used indirectly, not directly. However, at the instigation of the British, Hong Kong people are attempting to completely seize this only power that the central government can use to constrain Hong Kong. This is tantamount to demanding “de facto independence for Hong Kong.” The central government of China cannot relinquish all this remaining power to Hong Kong people; on the contrary, their only solution is to gradually reclaim the excessive power previously delegated to Hong Kong. The political shortsightedness of Hong Kong people can only be described as greed and stupidity.
